CIRAS – FOUNDING CHARTER

PREAMBLE

The sovereign states adopting this Charter,

Recognizing that an independent, scientifically oriented, and systemically operating intergovernmental organization is necessary to address global challenges through multidisciplinary research and coordinated cooperation outside the structures of the United Nations system;

Referring to the Budapest Agreement on the Legal Status, Privileges, and Immunities of Intergovernmental Economic Organizations of December 5, 1980;

Determined to strengthen international scientific cooperation, independent analytical capacity, and evidence-based decision support for governments;

Convinced that the creation of a neutral and non-aligned scientific institution will contribute to global stability, sustainable development, and peaceful cooperation;

Hereby establish the CIRAS – Council for Interdisciplinary Research and Applied Science IIGO, which, upon completion of all founding phases, shall be an intergovernmental organization with full legal personality under international law.

CHAPTER I — Establishment, Legal Nature, and Principles

Article 1 — Establishment

  1. CIRAS is initially established as an independent intergovernmental organization (IIGO).
  2. CIRAS is not affiliated with any organization of the UN system.

Article 2 – Legal personality

Once fully established, CIRAS shall have full legal personality under international law and shall be authorized to:

  • conclude international treaties,
  • acquire property,
  • hire staff,
  • appear before courts and establish its own jurisdiction.
  • establish NGOs, foundations, and other organizations and enter into cooperation agreements with them.

Article 3 – Principles

CIRAS shall act in accordance with:

  • scientific independence,
  • neutrality,
  • sovereign equality of states,
  • transparency of its scientific work,
  • waiver of mandatory contributions,
  • respect for international law and the 1980 Budapest Agreement.

CHAPTER II — Membership

Article 4 — Member States

Membership is open to all sovereign states that accept and ratify the Charter.

Article 5 — Observers

Observer status may be granted to intergovernmental organizations, scientific institutions, or networks.

CHAPTER III — Headquarters and host state

Article 6 — Headquarters

The headquarters of CIRAS shall be located in Budapest, Hungary.

Article 7 — Privileges and immunities

CIRAS and its staff shall enjoy the privileges and immunities of the 1980 Budapest Agreement.

CIRAS operates the following scientific centers:

  1. Economics

  3. Environment
  4. Governance
  5. Arts
  6. Health
  7. Infrastructure
  8. Justice
  9. Media
  10. Relations
  11. Sciences
  12. Holistic Cognitive Science

CHAPTER V — Governance

Article 10 — Council

The Council is the supreme body and decides by consensus whenever possible, with the Ethics Council having the right of veto.

Article 11 — Executive Secretariat

It manages the affairs of CIRAS and may rent office space, hire staff, and form working groups even before CIRAS comes into force.

CHAPTER VI — Finances

Article 12 — Financing

  1. There are no mandatory contributions.
  2. Financing is provided through voluntary contributions, grants, and projects.

CHAPTER VII — Entry into Force

Article 13 — Entry into Force

This Charter shall enter into force upon ratification by three sovereign states.

CHAPTER VIII — Transitional Provisions

Article 14 — Transitional Authority

The Core Founding Team shall act as an interim authority and may:

  • consult with states
  • hire staff,
  • rent office space,
  • draft documents,
  • establish working groups.

CHAPTER IX — Amendments and Dissolution

Article 15 – Amendments

Amendments require a two-thirds majority.

Article 16 – Dissolution

Dissolution requires unanimity.

FINAL CLAUSE

This Charter has been drawn up in English and German, both texts being equally binding.
