During its constitutive Phase 0, CIRAS is coordinated by a Core Founding Team responsible for organizational, strategic, and preparatory functions.
The governance structure in Phase 0 is provisional and serves institutional preparation only. Decisions have no international legal character and do not confer external authority.
The final governance structure will be defined in the CIRAS Charter.
