As Senior Special Envoy within the CIRAS Directorate for Intergovernmental Relations (DIR) – Interim, Dr. Diallo is responsible for advancing CIRAS’ strategic engagement with governments, international financial institutions, multilateral organizations, development agencies, sovereign investment funds, and global private-sector partners.

Dr. Yoro Mohamed Diallo is an internationally recognized banker, financial strategist, and investment advisor with over four decades of distinguished leadership in international banking, sovereign finance, infrastructure investment, and economic diplomacy. His career spans senior executive and board-level appointments with some of the world’s most respected financial institutions, where he has advised governments, multinational corporations, development finance institutions, sovereign wealth funds, and private investors across Africa, Europe, the Middle East, and North America.

Dr. Diallo began his professional career with Citibank, where he rapidly advanced through a series of senior leadership positions, including Treasurer and Head of Financial Institutions at Citibank Dakar, Vice President of Citibank New York, and Vice President of Citibank Private Bank Geneva. During his seventeen-year tenure, he managed complex international banking operations, correspondent banking networks, treasury management, project finance, and multilateral financial transactions involving institutions such as the World Bank, the African Development Bank, and the Islamic Development Bank. His leadership played a significant role in facilitating investment and financial cooperation throughout Africa.

Since 1995, Dr. Diallo has served as Managing Director of Sahara Financial Management Services, providing high-level strategic and financial advisory services to governments, financial institutions, multinational corporations, and institutional investors. His expertise encompasses sovereign financing, infrastructure development, debt restructuring, public-private partnerships (PPPs), privatization, mergers and acquisitions, mining investments, and international capital mobilization. Over the course of his career, he has successfully contributed to the financing and structuring of numerous large-scale development projects across Africa.

Dr. Diallo has also held several prestigious board and executive positions, including Regional Director of Ecobank for the Middle East, North Africa, and India, as well as board memberships with Vista Bank Group, Global Finance & Capital Ltd. (London), United Capital, Abu Dhabi Investment Group (ADIG), Kampac International PLC, Genesis Investment Group, African Distinguished Projects , and the United Capital Infrastructure Fund. These appointments reflect his extensive expertise in corporate governance, international investment, institutional development, and strategic financial management.

Holding a Bachelor of Arts in Finance and Development Economics from Claremont Men’s College and a Master of Science in Banking and Finance from Saint Mary’s University in California, Dr. Diallo has further enhanced his professional credentials through advanced executive programs in investment banking, capital markets, project finance, risk management, mergers and acquisitions, and multilateral development financing. Fluent in English, French, Wolof, and Peul, he is widely recognized for his multicultural leadership and ability to build lasting partnerships across governments, international organizations, and the private sector.
