Board Member and Chief Financial Officer, Parisii™
CIRAS – Parisii Cooperation for Digital Financial Infrastructure

Antonio J. Colón is an international financial executive, entrepreneur and sustainability strategist whose career encompasses auditing, corporate finance, mergers and acquisitions, telecommunications, energy trading, environmental technology and cross-border investment.
As a Board Member and Chief Financial Officer of Parisii™, Antonio provides financial leadership, institutional governance and strategic oversight for the development of the Parisii Quantum Financial System QFS™ and the integration of tokenized real-world assets within the DeFED™ quantum-tolerant banking architecture.
His professional background combines the financial discipline of international auditing and corporate control with direct operational experience in electricity markets, hydrocarbon trading, energy technology and sustainable-infrastructure development.
This combination is particularly relevant to Parisii’s real-world-asset strategy, under which energy, infrastructure, environmental technologies and productive assets must be supported by credible financial models, independently verifiable performance data and institutionally acceptable governance.
Antonio’s work is guided by the principle that sustainable financial innovation must connect measurable environmental performance with disciplined capital management, transparent governance and enduring economic value.
Key Contributions and Expertise
- Financial Governance: As Chief Financial Officer, Antonio oversees financial planning, risk management, capital strategy, reporting and institutional controls supporting Parisii’s international development.
- Real-World-Asset Finance: He contributes to the financial structuring and evaluation of tokenized assets, particularly those associated with energy, infrastructure, environmental technologies and sustainable economic development.
- International Investment Strategy: In 2019, Antonio founded SJU Global to help international investors and companies evaluate and utilize Puerto Rico’s investment and tax-incentive framework.
- Sustainable-Energy Innovation: He established SJU Fuels to commercialize a patented fuel-cleaning and emulsion technology designed to improve fuel efficiency while substantially reducing harmful atmospheric emissions.
- Fuel-Efficiency and Emissions Reduction: Published performance targets for the technology indicate potential fuel-consumption reductions of 20–30 percent and reductions of 80–90 percent in nitrogen oxides, carbon oxides, sulphur oxides, soot and black-carbon emissions. Such performance requires validation within each operational and regulatory deployment environment.
- Maritime and Environmental Compliance: The SJU Fuels model supports efforts by maritime and industrial operators to respond to IMO decarbonization objectives and the United Nations Sustainable Development Goals.
- Integrated Sustainability Systems: Antonio advises on combinations of low- and zero-carbon technologies, energy storage, microgrids and distributed-generation systems intended to strengthen energy independence and operational resilience.
- Energy-Market Leadership: In 2012, he joined Great Bay Energy as Chief Financial Officer and Chief Risk Officer, overseeing financial and risk functions associated with electricity and hydrocarbon trading across major United States independent system operators.
- Audit and Financial Controls: Antonio began his career with Arthur Andersen, where he developed a strong foundation in auditing, financial analysis, internal controls and institutional accountability.
- Latin American Transactions: His subsequent experience included mergers-and-acquisitions activities in Latin America, giving him practical insight into cross-border transactions, corporate restructuring and investment strategy.
- Telecommunications Finance: He later served as controller of a Puerto Rican telecommunications company that was acquired by Liberty Media Group, contributing experience in corporate reporting, transaction readiness and post-acquisition financial integration.
Impact within the CIRAS – Parisii Cooperation
Antonio’s expertise strengthens the financial, commercial and sustainability dimensions of the cooperation between Parisii and CIRAS.
The tokenization of real-world assets requires substantially more than a digital representation of ownership. Institutional-grade assets must be supported by defensible valuations, verified revenue models, clear ownership structures, documented environmental performance, appropriate insurance, auditable financial statements and credible governance.
Within the cooperation, Antonio helps establish the financial frameworks through which energy, infrastructure and sustainability projects can be evaluated for integration into the Parisii ecosystem.
His experience in electricity markets and hydrocarbon trading provides an informed understanding of commodity pricing, market volatility, counterparty exposure, operational risk and the financial characteristics of energy assets. His work with cleaner-fuel technologies, storage and microgrids adds direct experience at the intersection of environmental performance and commercial implementation.
CIRAS contributes the complementary scientific and interdisciplinary framework required to examine technical performance, environmental impact, sustainability claims and public-development value. Antonio’s financial leadership helps translate those assessments into bankable structures, risk models, capital strategies and institutional reporting requirements.
This partnership is especially important when environmental or natural-resource assets are introduced into a financial system. Emissions reductions, efficiency improvements, reserve values and productive capacity cannot be accepted solely as commercial assertions. They must be supported by transparent methodologies, qualified technical assessments, monitored performance data and independent assurance.
Antonio therefore provides a critical connection between scientific evidence and financial admissibility.
His international investment experience also supports engagement with asset owners, institutional investors, project developers, banks and governmental stakeholders. Through structured financial governance, he helps ensure that projects entering the QFS environment are evaluated not only for technological potential, but also for commercial viability, regulatory compatibility, capital efficiency and long-term resilience.
Within the CIRAS – Parisii cooperation, Antonio advances a model in which sustainable technologies and productive assets can be converted into institutionally credible financial opportunities without separating environmental responsibility from economic performance.
His leadership supports the shared objective of building an international real-world-asset ecosystem founded upon transparency, measurable value, responsible capital formation and sustainable development.
