Diplomatic Outreach Officer

Dipl.-Ing. Wolfgang Poppe serves as Diplomatic Outreach Officer of the CIRAS IIGO Initiative, contributing to the organization’s international engagement and institutional cooperation during its foundational phase. In this role, he supports the development of structured diplomatic channels, facilitating communication with governments, international organizations, and aligned strategic partners.
Mr. Poppe brings a unique combination of formal diplomatic representation and executive-level leadership, currently serving as Honorary Consul of the Republic of Rwanda in Austria, where he is actively engaged in strengthening bilateral relations, promoting economic cooperation, and supporting cross-border development initiatives. His diplomatic function aligns closely with CIRAS’ objective of establishing credible international engagement pathways and fostering cooperation across regions.
With over three decades of experience in engineering, infrastructure development, and executive management, Mr. Poppe has held senior leadership positions including Partner and Managing Director within a leading Austrian engineering consultancy. His work has encompassed large-scale infrastructure, urban development, and international project execution, providing him with strong technical and operational expertise relevant to CIRAS’ mission.
In addition to his professional and diplomatic roles, Mr. Poppe is actively involved in international cooperation initiatives, including leadership engagement in Austria–Africa partnership platforms. His work supports dialogue, investment, and institutional collaboration between European and African stakeholders, particularly in areas of infrastructure, sustainable development, and innovation.
