On the Mediterranean coast of southwestern Türkiye, Leira City is being developed as a multicultural research city positioned at the intersection of Europe, Asia and Africa. The city is being advanced through the signed international strategic partnership between Leira Holding Kuwait and CIRAS. The partnership combines Leira Holding’s development leadership and international business network with the CIRAS Research City architecture, technological ecosystem, scientific coordination and long-term approach to institutional development.
This is a journey inside the city taking shape through that partnership a city designed around peace, knowledge and cooperation.
The City Before the Skyline
Leira City begins with an operating system, not a collection of buildings.

At lunchtime, researchers, entrepreneurs and residents meet along the Grand Boulevard. Several languages can be heard across the public spaces.

Mahmoud Abu Taleb serves as Project Leader for Leira City. A mechanical engineer, Chairman of Leira Holding–Kuwait and CEO of Leira Link–UAE, he connects engineering understanding with international development and executive leadership.
The cooperation will also depend on universities, research institutions, companies, public authorities, investors, local communities and international partners. No single institution can create a research city alone.
